When an IVLP group comes to Northwest Florida, we don’t just host them, we connect them with the people and places shaping America’s future.
In April 2026, Gulf Coast Diplomacy welcomed three visitors from Pakistan for a five-day International Visitor Leadership Program (IVLP) focused on highlighting U.S. best practices and lessons learned in lawmaking, committee work, and legislative oversight. The project was coordinated nationally by the Meridian International Center.
Over two programming days, participants engaged with local government leaders, district representatives for state and national government leaders, and local supporters in settings designed to encourage dialogue and collaboration. Hands-on sessions, home hospitality, and cultural activities ensured that the visit combined professional depth with authentic local connection.

- Official Welcome to the City of Pensacola
City Council President Allison Patton and City Administrator David Stafford welcomed participants in the City Council Chambers for an interactive discussion and Q&A session about the area’s history, the local economy, and current demographics. They also shared about Pensacola’s history as America’s First Settlement and the city’s pivotal role in the American Revolution. - U.S. Congressman Jimmy Patronis — District Office Meeting
Federal Immigration Caseworker Trevor Huff and support staff Silas Hudson welcomed participants to explore the constituency service side of legislative work. The discussion focused on how the district office serves as the primary link between the congressman and his constituents, managing casework and translating federal policy into practical support for local residents. - Roundtable Discussion with Representative Alex Andrade’s District Office (R–HD 2)
Legislative Aide Turner Mitchell engaged with visitors for an interactive discussion on state-level legislative processes, policy communication, and the work of building political consensus to advance legislation. - Community Engagement with Ocean Hour & Gulf Coast Diplomacy’s Youth Diplomats
The group was joined by Gulf Coast Diplomacy Board Member, Karen Kellams, and Youth Diplomat, Grace Kellams, for a one-hour shoreline clean-up to explore how volunteer-run organizations maintain public support for community beautification efforts. - Roundtable Discussion with the Escambia County School District
Escambia County School District Superintendent Keith Leonard engaged with visitors to explain the structure of local public education and the intersection of local, state, and federal education policy. The discussion covered curriculum development, legislative mandates affecting local school districts, and how federal and state policies are implemented at the local level. - Roundtable Discussion & Case Study with the Office of the State Attorney
Assistant State Attorney Gregory Marcille met with participants to explore Florida’s Sunshine Laws and the legal frameworks that enforce transparency, public access, and ethical governance. The discussion drew upon real-world corruption cases to illustrate prosecutorial discretion and the safeguards that ensure integrity in public life. - Site Visit with the Emerald Coast Utilities Authority (ECUA)
Director of Water Reclamation Randy Sears and Public Information Specialist Sigrid Rehrig accompanied visitors on a site visit to the Central Water Reclamation Facility to explore the ECUA’s best practices in water quality and sustainable waste management through a site visit to the wastewater treatment facility. - Home Hospitality Dinner
