Aligning New Albanian Lawmakers with U.S. Government Priorities

When an IVLP group comes to Northwest Florida, we don’t just host them; we connect them with the people and places shaping America’s future.

In February 2026, Gulf Coast Diplomacy welcomed eight Albanian Members of Parliament for a four-day International Visitor Leadership Program (IVLP) focused on American economic priorities and examining laws that support U.S. commercial interests. The project was coordinated nationally by World Learning.

Over two programming days, participants engaged with local government, business leaders, and the public in settings designed to encourage dialogue and collaboration. Hands-on sessions and cultural activities ensured that the visit combined professional depth with an authentic local connection.

Program Highlights

    • Official welcome from the City of Pensacola
      Deputy City Administrator Amy Miller and Associate City Administrator for Strategic Initiatives Captain Cliff Simmons met with visitors to provide insight into Pensacola’s economy, business growth, and role as a historic port and military hub.
    • Site Visit to the Port of Pensacola       
      Port Commercial Development & Seaport Security Manager Thomas Coggin engaged with participants to examine how transparency, regulatory compliance, and security screening help prevent corruption and malign influence. The visit offered first-hand look at how authorities manage trade flows, enforce security protocols, and protect critical infrastructure.
    • Roundtable Discussion with State Representative Alex Andrade’s Office                 
      District Aide Kenzie Cueno led an interactive session where visitors compared and contrasted the electoral system in Albania and the U.S., and discussed legislative processes in Florida that prevent corruption, strengthen economic competitiveness, and align with U.S. policy priorities for secure and transparent markets.
    • Site Visit to CO: LAB Pensacola and FloridaWest Economic Development Alliance                         
      Director Patrick Rooney welcomed the group to the organization’s Entrepreneurial Networking Resource Group, where Lloyd Reshard, CEO/Founder of Cognitive Big Data Systems, Inc., gave a presentation on becoming a founder of a new company. Danita Andrews, Senior Director of Business Retention & Expansion at FloridaWest, also joined the meeting and discussed the history of economic development in Pensacola with the visitors.
    • Freedom 250: Exchange Cafe                         
      Visitors met with community leaders including Deputy Chief Assistant State Attorney Frederick  Longmire, Escambia County Supervisor of Elections Robert Bender, Assistant County Attorney Will Nelson, and Associate Dean of the College of Arts, Social Sciences, and Humanities at the University of West Florida Jacob Shively, as well as Gulf Coast Diplomacy members and supporters for informal discussions over coffee, tea, and apple pie.

Through these exchanges, our community demonstrated how transparent governance, a strong legal framework, and public-private collaboration support business development and regional prosperity. The program also generated immediate economic impact by using local hotels, restaurants, and transportation services, while giving residents the opportunity to contribute their expertise and strengthen professional ties.
